The AS 4663 / wet-pendulum number is the in-situ classification. The required number is the HB 198 Table 3 guidance — or the NCC DTS class — for that area. The difference is the job.

A fail is a gap, not a sentence

AS 4663:2013 is the in-situ method. It tells you what the floor did on the day, under the conditions of the test. It does not, by itself, tell you what that area was supposed to achieve.

HB 198:2014 Table 3B is the usual handbook for existing areas the NCC does not already classify. A commercial kitchen is P5. A hospital bathroom is P3. A dry office foyer is P1. If your kitchen tested P3, you do not have a “P3 floor”. You have a two-class gap.
